Trump's Progressive Alarm Misses Europe's True Threat: Technological Stagnation.

The recent US security policy document offers a flawed view of Europe. It claims that open-border policies and what it terms "progressive" policies represent an grave risk to the continent's identity. However, this perspective is based on a fundamental misinterpretation of the situation. The true challenge facing the EU is not cultural but technological and economic backwardness.

A Glaring Growth Gap Separating the US and Europe

The data paint a sobering contrast. From 2008 and 2023, US GDP grew by 87%, while a paltry 13.5% increase for the European Union. During this time, European income per person dropped from over three-quarters to just half of the US level. Remarkably, even Mississippi now boasts a greater average income than several leading European economies like France and Italy.

Currently, roughly 50% of the world’s 50 largest technology firms are American, while a mere four are from Europe.

The Technological Deficit: A Critical Problem

This widening economic gap is driven by superior efficiency gains in the US, fueled by breakthroughs and higher total factor productivity. The scene of world technology leadership is decidedly American. In the last fifty years, hundreds of American startups have scaled into enterprises valued at over $10bn, versus just 14 in the European continent.

This disparity raises a pressing question: In the race for tomorrow's sectors like AI, semiconductors, and quantum computing, what is Europe stand? Experts widely agree it is largely a two-horse race involving the US and China, with Europe entering at a significant handicap.

Underlying Factors of Europe's Technological Lag

Several key factors account for this technological divide.

  • Financing Ecosystem: The US boasts a far deeper and agile network for funding startups. The EU has yet to establish a true unified investment market, which caps the scale of new firms.
  • Regulatory Fragmentation: Excessive and fragmented regulation hamper Europe. A US startup can introduce a product under a single set of laws to access a consumer base of over 330 million. The European Union, despite a bigger population size, is split among twenty-seven separate systems, creating huge internal barriers.
  • Cultural Attitudes: Attitudes toward entrepreneurial failure vary greatly. In some EU nations, business failure was once met with stigma, whereas in the US, it is often seen as a valuable lesson.
  • Military Investment: The US benefits from a tightly woven innovation pipeline linking defense and academia. The continent's chronic underinvestment in military capabilities has weakened its capacity for breakthrough innovation.

A Path Forward: Reasons for Hopefulness

In spite of these hurdles, one can find causes for hope. Policymakers are increasingly aware of the existential challenge and have begun to propose substantial change. Notable analyses on EU competitiveness and the single market highlight the necessity of major changes.

Given appropriate policies and regulatory reforms, Europe's strengths might enable far greater degrees of commercial innovation.

Europe retains considerable advantages: high-quality workforce, excellent schools and universities, and premier research institutions. Coupled with a vast domestic consumer base and high savings rates, these elements could trigger a new wave of venture creation.

Crucially, even if Europe does not take the lead in creating next-generation technologies, it can still dramatically increase productivity by adopting and adapting innovations from elsewhere.

A Critical Juncture

The European Union now stands at a critical moment. As the saying goes, decline often happens "slowly, then all at once". So far, Europe's slide in innovation has been steady. But, without bold steps to address its structural weaknesses, today's gradual weakening could give way to a sudden and irreversible decline in global economic relevance.
