Sheff Wed Deals with Major Issues, States Independent Regulator

'We will play a key role in football's future' - football oversight chief the regulator's chair

The team's persistent issues are seen as a "major concern" and the independent regulator is aiming to acquire authority to examine team situations in such situations, its new chair the official has announced.

During an extensive discussion, Kogan, who was appointed on Monday, expressed "sympathy" towards supporters of the Owls.

Kogan met with four supporters' associations connected to the Championship side recently.

The Championship side have been struggling on and off the field in this season, with the club delaying salary disbursements on five separate occasions, including in September.

"Clearly Sheffield Wednesday has been a significant problem for EFL and a substantial concern for English football," the chairman stated.

"Sheffield Wednesday is one of the great brands for football in England and recently we have met fan representatives.

"We're now looking to get powers... which will permit us to bring Wednesday and comparable cases brought to our attention if they require examination and dealt with."

Monetary Issues and Proprietorship Status

The team's struggling chairman the Thai businessman suggested earlier this year he would be prepared to relinquish control at their home ground, but he has been unable to finalize an agreement with interested parties.

Failure to pay player wages on time in earlier this year led to sanctions by the league officials in June, preventing the club from carrying out any recruitment activities for the next three transfer windows, although those limitations were removed in the end of the transfer window.

Authority's Position

The chairman stated: "The job [of the regulator] is there for the Owls followers, Bury or any football club where people are committed to a regional establishment that has been part of their lives in multiple situations.

"I have absolute sympathy for the team's plight, as I do for all the clubs that since 1992 have gone to the wall, or approached financial ruin, for causes separate from the supporters."

When asked if the regulator could force an chairman to relinquish a club if they are considered unfit, Kogan said: "Should the inquiry concern 'would we intervene in the final instance?', the response would be once we collect the information and know what's going on, we will."

But the regulator clarified that compelling proprietors to divest clubs would be treated as a "last resort" and the oversight body would choose to collaborate with owners.

"Our least desirable course of action is start getting involved with an specific team, an specific proprietor, without being in a position to cooperate with that chairman to fix the issues that the club's facing and the proprietor's dealing with," Kogan said.

"In actuality, when you look back over the history of football, over the recent generations there have been particular chairmen, few in number, but particular people who have shown negligence in the manner they have operated their organizations and finally don't wish to take responsibility for the long-term prospects."

'If we get it wrong, extraordinary progress vanishes'

The regulator engaged officials from numerous teams to detail the scope of the regulator on Wednesday and insisted it was a "progressive gathering" with a "substantial involvement" from the National League to the Premier League.

"It's a job that's actually really important, because if errors are made, if the football community fails, the significant advances achieved could disappear incredibly quickly," Kogan said.

"Such an outcome is universally undesirable in the context of the English game is a substantial accomplishment - we need to continue the progress.

"Substantial financial resources entering the sport and has been invested for the past two decades, because there are no assurances it will keep flowing into the sport, which is among the factors explaining I think we have to adopt a precise perspective on potential dangers and naturally, of the coming seasons."

Top Flight Apprehensions

Top flight officials resisted the formation of an authority because of fears of a negative impact on the top-flight's competitiveness, but the regulator stated: "I fully support the prosperity and expansion as an economic entity of the elite league.

"I of all people understand the apprehension regarding damaging the top flight as an elite competition of the nation. But concurrently, if you engage with division representatives after today's meeting, they would have had a high level of reassurance -and, in fact, they have been telling us in private they have a high level of reassurance."

Partisan Associations

The regulator remains subject to a "full inquiry" by the Commissioner for Public Appointments after he disclosed making donations to the opposition group in 2020.

The chairman provided financial support for Secretary of State for Culture, Media and Sport the minister's leadership bid, along with that of the current Prime Minister.

"I have fully disclosed my previous political affiliation [with Labour], and that political affiliation came to an end the day the official body endorsed my nomination," the chairman stated.

"I currently have no participation in any sort of politics."
